DATE:                        March 27, 2007

SUBJECT:                 First Reading:

Amendment to Ordinance No. 04-04-1115, Amending Section

82-321 entitled “Requirements for Alarm User Registration”

specific to alarm registration period

APPLICANT:             City of North Lauderdale

Background:

In an effort to limit the number of false alarms which occur within the City of North Lauderdale, the City Commission adopted Ordinance No. 02-01-1045 on January 8, 2002 to regulate alarm registrations and false alarms.

In April 2004, the City Commission amended certain provisions related to the alarm registration ordinance.  This amended ordinance specifically changed Section 82-304 (penalty for excessive false alarms) and Section 82-321 (renewal charges). Currently there is some inconsistency with respect to the effective period of the alarm registrations as provided in Section 82-321(4) contained in Ordinance No. 02-01-1045 (April 1, thru March 31) and Ordinance No. 04-04-1115( January 1, thru December 31).

In order to remedy the inconsistency, Staff recommends adopting the attached Ordinance to provide for an effective period for alarm registrations from January 1 through December 31 of each calendar year.

RECOMMENDATION:

The City Administration recommends Commission’s consideration and approval of the first reading of the attached ordinance clarifying the alarm registration period to be January 1 through December 31 of each calendar year in Section 82-321 of the City’s Code of Ordinances.
