SUBJECT:                Purchase of two (2) Smart Cars

 

In February of this year, the City staff prepared a list of projects that were included in an application submitted to the State of Florida in the hopes of obtaining some of the Stimulus Funds as part of the American Recovery and Reinvestment Act (ARRA).

 

In May, the City’s Finance Department was advised that a portion of our Stimulus request was awarded by the Department of Energy, in the amount of $161,800, through the Energy Efficiency and Conversation Block Grant (EECBG).  This grant is 100% funded by the Federal Government with no match required by the City.  The EECBG is designed to help governments reduce their energy usage.  The City’s Department heads met in subsequent months and compiled a list of projects that could be funded through EECGB pursuant to the guidelines set-forth by the federal government for this grant. These projects include new energy efficient lights at City facilities, light sensors in some of the Recreation Facilities, purchase of smart cars, new doors and windows in some facilities as well as other projects intended to reduce our overall energy costs and consumption. As we get closer to the implementation of these projects in the coming months, staff will present them to the Commission for approval.

 

At this time, we are prepared to make our first purchase which consists of two (2) SMART Cars which will help reduce the fuel cost in the Parks and Recreation Department.  The SMART Cars are estimated to get 38 miles per gallon in the City and 40 miles per gallon on the highway.  These vehicles come equipped with all recent safety features, and have received high marks in safety from various safety committees. 

 

The Parks and Recreation Department operates a fleet of vehicles which include a passenger car, 4 buses and 10 pick-up trucks.  We are proposing to replace the passenger car and one pick-up truck with two smart cars. These older vehicles and their current fuel costs are listed below:

 

Recreation Division – Ford Police Interceptor

V-8 Engine – Approx. $200 in gas per month

Parks Division – Night Patrol – Ford F-150

V-6 Engine – Approx. $250 in gas per month

 

 

 

 

We are anticipating a savings of approximately $400.00 per month in fuel costs by replacing these older vehicles with Smart cars. The total purchase cost for both cars is $30,000.00 not including Tags and Titles.  The Broward County Sheriff’s Office recently purchased two SMART Cars for use at the Airport.  Our purchase will be piggybacked off the Broward Sheriff’s Office bid, 09-104-045 at a reduced price.

 

 

 

RECOMMENDATION:

 

 The City Administration recommends Commission’s consideration and approval of the attached resolution authorizing the purchase of two SMART Cars in an amount not to exceed $35,000, including Titles and Tags, out of the EECBG from Rick Case Smart Center in Weston,  piggy backing off the of the Broward Sheriff’s  Office bid #09-104-045.

A RESOLUTION OF THE CITY OF NORTH LAUDERDALE AUTHORIZING THE PURCHASE OF TWO (2) SMART CARS THROUGH THE BROWARD SHERIFF’S OFFICE BID #09-104-045 IN AN AMOUNT NOT TO EXCEED $35,000.00, INCLUDING TITLES AND TAGS, TO BE PAID FROM THE ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT FUNDS.

 

WHEREAS, the City Commission of the City of North Lauderdale, Florida has received funding through the Energy Efficiency and Conversation Block Grant (EECBG) as part of the American Recovery and Reinvestment Act (ARRA); and

 

WHEREAS, the City of North Lauderdale has been awarded $161,800 from the Energy Efficiency and Conversation Block Grant.

 

WHEREAS, the City intends to utilize these funds to reduce City energy usage; and

 

WHEREAS, the City shall pay up to $35,000.00 for two Smart Cars, including Titles and Tags; and

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA, THAT:

 

Section 1.        The Parks and Recreation Department plans to purchase two Smart Vehicles from Rick Case Smart Center in Weston, Florida

 

Section 2.        The Cost of each vehicle without Title and Tag is $15,000

 

Section 3.        The purchases shall be piggybacked off the Broward County Sheriff’s Bid 09-104-045, purchase order number 905615

 

Section 4.        No City Match is required for these purchases.

 

Section 5.        This Resolution shall become effective immediately upon its passage and adoption.
