RE:                   City of North Lauderdale (“City”) / Census Kick-off Resolution

 

At the April 14, 2009 regular meeting of the City Commission, the City Attorney’s Office was directed to prepare a resolution designating April as the census awareness kickoff month for the 2010 census. The resolution will be presented to the City Commission for consideration at its April 28, 2009 regular meeting.

 

The resolution acknowledges that importance of the decennial census and details the city’s willingness to join approximately 39,000 other governmental entities throughout the country in partnership with the United States Census Bureau.

 

As April 2009 marks the one-year start date until the constitutionally mandated Census Day, the month serves as a prime opportunity to begin the census-awareness process.

RESOLUTION NO.____________________

 

A RESOLUTION OF THE CITY OF NORTH LAUDERDALE, FLORIDA DESIGNATING THE MONTH OF APRIL 2009 AS “CENSUS AWARENESS KICKOFF MONTH”; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE.

 

 

            WHEREAS, the next Decennial Census will be taken in the year 2010, and will determine political representation to the United States House of Representatives, state legislatures, and local governments, as well as the amount of funding that will be provided by the federal government for a number of programs; and

            WHEREAS, the City of North Lauderdale has recognized the importance of each and every resident in the 2010 Census count and has agreed to be one of the 39,000 governmental entities in partnership with the United States Census Bureau; and

            WHEREAS, the City of North Lauderdale understands that its primary role in the partnership is to formulate a Complete Count Committee that encompasses all segments of the community; government, media, education, community-based organizations, religious institutions, workforce development, and business; and

            WHEREAS, the assembling of these segments of the community will seek to build a bridge between the community and Census Bureau on all outreach activities, create Census awareness programs geared for all North Lauderdale’ students from pre-kindergarten to post-graduate, utilize all aspects of the print and electronic media to inform and motivate North Lauderdale’ residents to participate in and respond immediately to the 2010 Census, form an ecumenical, inter-faith coalition to develop Census messages to be used in faith-based services and inserts for bulletins and other printed materials, and encourage all area business to include Census messages in promotional displays, sales materials, and displays; and disseminate information about the availability of Census jobs throughout Broward County; and

            WHEREAS, April, 2009 marks one year until the constitutionally-mandated Census Day and is a prime opportunity for North Lauderdale to begin encouraging its residents to “Stand Up and Be Counted” in the upcoming Census.

            NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA THAT:

            Section 1.        The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and hereby incorporated herein.

            Section 2.        The City Commission of the City of North Lauderdale, Florida, hereby designates the month of April, 2009 as “Census Awareness Kickoff Month” in North Lauderdale, Florida.

            Section 3.        The City Clerk is hereby authorized and directed to transmit a copy of this resolution to the Governor of the State of Florida, the Speaker of the Florida House of Representatives, the President of the Florida Senate, United States Senator Mel Martinez, United States Senator Bill Nelson, United States Representative Ron Klein, United States Representative Robert Wexler, and the Board of County Commissioners of Broward County.

            Section 4.        All Resolutions or parts of Resolutions in conflict herewith, be and the same are repealed to the extent of such conflict.

            Section 5.        If any clause, section or other part of this Resolution shall be held by any court of competent jurisdiction to be unconstitutional or invalid, such unconstitutional or invalid part shall be considered as eliminated and in no way effecting the validity of the other provisions of this Resolution

            Section 6.        This Resolution shall become effective immediately upon its passage and adoption.
