RE:                   City of North Lauderdale (“City”)/ Request for Qualifications for Emergency Push and Storm Debris Collection and Disposal From City Right-Of-Way (“RFQ”)

 

After rejecting all proposals received last year in response to RFB Bid # 07-07-293 for Emergency Push and Storm Debris Collection, the City Commission directed that a new competitive selection process be undertaken to select qualified contractors for the referenced services.  As a result, this office has prepared a Request for Qualifications for review and authorization by the City Commission. 

 

The Request for Qualifications is a competitive selection process that is intended to have the City Commission select the most qualified firm or firms to provide the services.  The attached RFQ does not solicit any prices for the services; rather, it solicits information on a firm’s qualifications to provide those services.  All references to sealed “bids” and pricing have been removed, but specific references to FEMA pricing and reimbursement regulations have been added.  Once firms are selected by the City Commission, agreements will need to be negotiated with the selected firms.  Per Federal Emergency Management Agency (FEMA) regulations, the prices must be consistent with prices in the area for the same or similar services. 

 

One item of the RFQ requires direction from the City Commission.  As the City Commission will be selecting the firms, direction is needed as to how to establish that selection process.  For example, the City Commission should decide:

 

·        if it intends to short-list the firms;

·        if it intends to provide interviews to any or all of the firms; and,

·        the role of the City Administration in the selection process. 

 

Once the City Commission provides direction, that portion of the RFQ will be completed, and revisions will be made if necessary based upon City Commission review of the proposed RFQ.

 

Assuming the City Commission authorizes the issuance of the RFQ, it is anticipated that the selection process will be completed by June 1, 2008 (the first day of Hurricane Season).  At the present time, the schedule is tentatively set as follows:

 

January 31, 2008:                     RFQ publication

March 1, 2008:                        Deadline for responses/date of opening

March 1-April 1, 2008:            Selection of qualified firms by the City Commission

April 1-May 1, 2008:               Negotiation of Agreements with Selected firms

May 13, 2008:                         Agreements presented to the City Commission for execution

 

REQUESTED ACTION:         The City Commission is requested to provide direction on the selection process, and authorize the issuance of the attached RFQ.
