Subject:           Design/Build Services for the City’s Water Plant (RFQ # 08-01-298)

 

The City of North Lauderdale’s Water Treatment Plant is 30 years old and is in need of a complete renovation.  Therefore, the Public Works Department has been working with Calvin Giordano & Assoc., the City’s Engineering Consultants, to develop a comprehensive retrofitting plan pertaining to water plant renovations. The cost of these renovations is expected to be approximately $5 million dollars.

 

Along with identifying the renovations needed, the City’s goal was to finance these renovations in a most cost effective manner. As you may recall, in November 2007, the Commission authorized the staff to secure financing through a State Revolving Fund Program (SRF) instead of conventional financing through a bank that could be more costly. SRF Program provides low-interest loans to eligible entities for public water facilities.

 

The first step of several components that will be required by the City in order to use the SRF program is to develop designs and build Instrumentation and Control upgrades at the City’s Water treatment facility. Although, the construction cost of this step will be reimbursed under the SRF process but the actual design cost is not reimbursable.

 

Recently staff completed a request for qualifications (RFQ #08-01-298) process for the Design/Build Services for this component of the process. In selecting a Design/Build team for the Instrumentation and Control Upgrades, we were required to follow statutory requirements as set forth in the Consultants Competitive Negotiation Act (CCNA).  As you know, the CCNA process does not allow discussing price or costs and the selection is strictly on qualifications.

 

The selection team comprised of City staff and a representative from our City Engineer’s office, Calvin Giordano & Associates.  The selection team interviewed the two firms which submitted proposals; Chen & Associates and US Water Corporation. After through review of both bids, US Water Corporation received the top ranking.

 

Please be advised, a detailed report on this project will be presented to the City Commission at an upcoming City Commission/Workshop meeting by the City staff and our consultants on the SRF program.

 

Recommendation:

 

The City Administration recommends Commission’s consideration and approval of the attached resolution accepting the ranking of RFQ #08-01-298 for Design/Build Services for Capital Improvements to the City Water Plant, approving staff’s selection of US Water Corporation and authorizing the City Manager, City Attorney, and Staff to negotiate and enter into an acceptable agreement with US Water Corporation for this service.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA, SETTING AND ACCEPTING THE RANKING OF RFQ #08-01-298 FOR DESIGN/BUILD SERVICES FOR CAPITAL IMPROVEMENTS TO THE CITY WATER PLANT AS PER SECTION 1 BELOW; AUTHORIZING THE CITY MANAGER, CITY ATTORNEY AND STAFF TO NEGOTIATE AND EXECUTE AN ACCEPTABLE AGREEMENT WITH THE TOP RANKED FIRM AS PER SECTION 1 BELOW; AND PROVIDING AN EFFECTIVE DATE.

 

NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA:

 

Section 1:         That the City Commission of the City of North Lauderdale, Florida, be and the same does hereby accept the ranking for Design/Build Services as follows:

 

RANK

            1.  US Water Corporation

            2.  Chen & Associates

 

Section 2:         That the Commission of the City of North Lauderdale, Florida be and the same authorize the City Manager, City Attorney and Staff to enter into an acceptable agreement with the top ranked firm.

 

Section 3:         That this Resolution shall take effect immediately upon adoption.

 

PASSED and ADOPTED by the City Commission of the City of North Lauderdale, Florida, this 12th day of  February, 2008.
