The City’s vehicle maintenance building, located in the Public Works yard, was constructed about 25 years ago and was expanded two (2) years later by constructing an addition. Due to its age and gradual damage caused by severe weather conditions over the years, the original metal roof has deteriorated significantly causing numerous leaks. These leaks are basically around the roof panel fasteners, sky lights and the roof ventilation system. These items are outdated and are considered a potential hazard during high wind situations. Therefore, they are prohibited from being installed under the current building codes.
Upon the City’s request, the
existing roof was recently examined by Walters, Zackria,
& Associates AIA. This architectural
firm specializes in the design of these types of buildings and has done a
considerable amount of work for the City in the past, including the
architectural work for our new fire station 34. The firm’s professional staff has recommended

In order to obtain pricing of the new roof, a bid was advertised on January 7th and 14th, 2007. There was an optional pre-bid meeting conducted on January 23, 2007 that was attended by 16 potential bidders and the bid opening took place on January 30, 2007.

Please be advised that the City sought an insurance claim from our insurance company, to cover some or all of the roof replacement cost, but due to the building’s age, this was not a viable option. The FY 2007 Adopted Budget (Vehicle Maintenance Capital Outlay Fund #501-3940-539-63-15) provided funding of $41,250.00 for this project. The shortfall of $35,690.90 will be offset by either budgeted savings elsewhere within the Fund or from available unrestricted retained earnings. Any necessary budget amendments will be brought forward during our mid-year review and budget adjustment – typically in June of 2007.
Recommendation
The City Administration
recommends Commission’s consideration and approval of the attached resolution authorizing
the City Manager, or his designee, to enter into a contract with the firm of Needham
Roofing Inc. for the roof replacement of the City’s

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA, AUTHORIZING AND DIRECTING THE CITY MANAGER, OR HIS DESIGNEE ON BEHALF OF THE CITY TO ENTER INTO A CONTRACT WITH NEEDHAM ROOFING INC. FOR THE REPLACEMENT OF THE ROOF ON THE VEHICLE MAINTENANCE BUILDING AT A COST NOT TO EXCEED $76,940.90 AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
Section 1: That
the City Manager or his designee is hereby authorized to enter into a contract
with Needham Roofing Inc. for the replacement of the metal roof of the City’s
Section 2: That the funds allocated and appropriated pursuant hereto and for the purpose of carrying out the tenets of this Resolution shall be from the Vehicle Maintenance Capital Outlay Fund #501-3840-539-63-15 or from its available unrestricted retained earnings.
Section 3: That this Resolution shall take effect immediately upon adoption.
