SUBJECT:     Request to use City Gymnasium for Basketball Clinic

Recently, a representative of Florida Prospects, Inc., Mr. Butts, approached the City with a request to use the City Gymnasium for a Florida High School Senior Basketball Evaluation Clinic.  The event is planned for Saturday, July 12th from 9am to 8pm and Sunday, July 13th from 9am to 4pm.  The Clinic will showcase unsigned high school seniors that will perform during the NCAA evaluation period for exposure to earn an athletic scholarship.

In this regard, Mr. Butts met with the City Manager, Police Chief and Mike Sargis and addressed areas of concern raised by the staff and we feel that this program could benefit area students.  The following is a list of conditions the City has placed on Florida Prospects, Inc. Please be advised that they have agreed to comply with these conditions in order to hold this event at the City Gymnasium.

  1. Provide the City with all necessary insurance naming the City of North Lauderdale as additionally insured in an amount acceptable to the City’s Human Resource Department.  Insurance must be received by the City no later then July 1st, 2008.

  1. Participants will be limited to 80 High School Seniors

  1. Each participant will be allowed 2 guests in the gymnasium; all guests will be identified with a wrist band.  2 wrist bands per participant will be provided by the City and will be issued to the students by Florida Prospects, Inc.

  1. College Coaches, and Scouts with proper credentials will be permitted in the gymnasium to scout players.

  1. Broward Sheriff’s Office will provide security through the on-duty deputy.

  1. No on-site tickets will be sold, to ensure that the crowd is controlled and limited.

  1. City Athletic Staff will be assigned to work the event to assure that the event rules are followed according to City standards and policies.

  1. No entertainment will be presented during the event; the sole use of the gym is for basketball showcase only.

During the meeting with Mr. Butts, the staff explained that the City is currently searching for a potential sale/lease of the facility.  Mr. Butts was advised that in the event the facility is sold, the event would have to be reviewed to assure that the event didn’t interfere with any plans from the new owners.  Furthermore, it was explained that the City does not have a formal policy to rent out the gym and that in order to obtain usage of the gym, the City would need to be the title sponsor.

With the approval of the 8 conditions outlined above, staff feels that allowing the use of the gym for this type of event would benefit area students.

Motion:   Should the Commission wish for staff to proceed with this event, the following motion is in order:

“A motion authorizing and directing the City Administration to coordinate with Florida Prospects Inc., to hold the South Florida High School Senior Basketball Evaluation Clinic on Saturday, July 12th , 2008 from 9am to 8 pm and Sunday, July 13th , 2008 from 9am to 4pm at the City Gymnasium”.

 Parks and Recreation Director

Dear Michael Sargis

We are pleased to announce the 1st Annual South Florida Senior Evaluation Clinic held on July 12 and 13, 2008 at North Lauderdale City Gymnasium. This event will showcase unsigned high school seniors that will perform during the NCAA evaluation period for exposure to earn an athletic scholarship.

By using your facility, this would allow the players in the area that have been overlooked or not recruited, to have a second chance for collegiate coaches to evaluate local talent.

This event will be duration of 11hrs on Saturday (9am- 8pm) and 7 hrs on Sunday (9am- 4pm). Approximately eighty participants and abundance of collegiate coaches will be in an attendance to proceed the evaluation process.

We also feel that this would be a great opportunity for the City of North Lauderdale to have an event of this magnitude and exposure to be attached to a wonderful city. Please consider this request as an opportunity for our student-athletes to be assessed.

Sincerely,

Tommie D. Butts
