Subject:           2007 Assistance to Firefighters Grant

EMW-2007-FO-12407

Recently, the City of North Lauderdale received notification that the U.S. Department of Homeland Security has awarded the City’s Fire Department grant funds that could be used towards the purchase of new fire equipment and personal protective firefighting turn out gear.  The total purchase cost of this equipment is approximately $273,132.00. The Federal share is 90 percent or $245,819.00 of the total amount and the City of North Lauderdale’s share of the total cost is only 10 percent or $27,313.00.

The City’s share of matching funds of $27,313.00 are allocated in 2007-08 budget line item 1152025-564100, which has been previously earmarked by the Finance Department for the match of the FEMA 2007 Assistance to the Firefighters Grant.

The first leg of the grant consisted of purchasing portable radios from Motorola, which was completed with the adoption of the City of North Lauderdale Resolution 08-03-5315 on March 27, 2008. Out of $27,313 of matching funds set aside by the City, $7, 278.01 were spent on these radios. On April 8, 2008, the City Commission authorized the expenditure of $13,701.20 as a City match to purchase various firefighting equipment. Tonight, we are requesting Commission’s approval to implement the third segment of the grant by purchasing two (2) Hydraulic Rescue System Units by spending $3,000 as the City’s match.

Each Hydraulic Rescue System Unit consists of the following:

  • 6.5 Honda Gasoline Twin Power Unit
  • 50 Inch Telescoping Ram,
  • 7 inch Super Light Cutters,
  • 28 Inch Super Light Spreaders.

The request to approve the final expenditure of this grant to purchase some additional equipment will be presented to the Commission in the near future.

Pursuant to Section 9-10 of the City code of Ordinances, the staff has obtained three quotes from various vendors to purchase two Hydraulic Rescue System Units. The names of the vendors and total quotes for the above mentioned equipment are as follows:

(please see attached  Exhibit A” for a detailed breakdown)

Vendor

Total Cost

Southern Rescue Tools, LLC.

$30,000.00

Rescue Resource Inc.

$34,500.00

Victory Steel, LLC.

$34,980.00

As stated in the table above, the lowest quote was submitted by Southern Rescue Tools, LLC at a total cost of $30,000.00 to purchase all the equipment needed.  The Federal Grant will cover 90% ($27,000.00) of the total cost with the City paying the 10% match in the amount of $3,000.00.

Recommendation:

The City Administration recommends Commission’s consideration and approval of the attached resolution authorizing the expenditure of funds not to exceed $30,000.00 for the purchase of (2) Hydraulic Rescue System Units from Southern Rescue Tools, LLC., who submitted the most cost effective quote from the required three quotes, as part of the 2007 Assistance to Firefighters Grant by utilizing 90% of the funds ($27,000.00) from the grant money and the City’s match of 10% ($3,000.00) from 2007-08 budget – line item 1152025-564100.
