Recently, the City of
The City’s share of matching funds of $27,313.00 are allocated in 2007-08 budget line item 1152025-564100, which has been previously earmarked by the Finance Department for the match of the FEMA 2007 Assistance to the Firefighters Grant.
The first leg of the grant consisted
of purchasing portable radios from Motorola, which was completed with the adoption
of the City of
Each Hydraulic Rescue System Unit consists of the following:
The request to approve the final expenditure of this grant to purchase some additional equipment will be presented to the Commission in the near future.
Pursuant to Section 9-10 of the City code of Ordinances, the staff has obtained three quotes from various vendors to purchase two Hydraulic Rescue System Units. The names of the vendors and total quotes for the above mentioned equipment are as follows:

As stated in the table above, the lowest quote was submitted by Southern Rescue Tools, LLC at a total cost of $30,000.00 to purchase all the equipment needed. The Federal Grant will cover 90% ($27,000.00) of the total cost with the City paying the 10% match in the amount of $3,000.00.
Recommendation:
The City Administration recommends Commission’s consideration and approval of the attached resolution authorizing the expenditure of funds not to exceed $30,000.00 for the purchase of (2) Hydraulic Rescue System Units from Southern Rescue Tools, LLC., who submitted the most cost effective quote from the required three quotes, as part of the 2007 Assistance to Firefighters Grant by utilizing 90% of the funds ($27,000.00) from the grant money and the City’s match of 10% ($3,000.00) from 2007-08 budget – line item 1152025-564100.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE,
FLORIDA, AUTHORIZING THE EXPENDITURE OF FUNDS NOT TO EXCEED $30,000.00 FOR THE
PURCHASE OF (2) HYDRAULIC RESCUE SYSTEM UNITS FROM SOUTHERN RESCUE TOOLS LLC., who submitted the most cost effective quote
from the required three quotes, AS PART OF THE 2007 ASSISTANCE TO
FIREFIGHTERS GRANT WHEREBY 90% OF THE FUNDING ($27,000.00) IS GRANT MONEY WITH
THE CITY’S MATCH OF ONLY 10% OR $3,000.00; PROVIDING FOR SEVERABILITY AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of North Lauderdale recognizes the City’s obligation to provide matching funds not to exceed 10% or $3000.00 of total expenditures of $30,000.00 for the purchase of (2) Hydraulic Rescue System units as part of the 2007 Assistance to Firefighters Grant and 90% of the funding ($27,000.00) for this purchase is grant money; and
WHEREAS, the City Commission of the City of North Lauderdale recognizes the City Staff has obtained the necessary three quotes from 1) Southern Rescue Tools LLC. 2) Rescue Resources Inc., and 3) Victory Steel LLC., with Southern Rescue Tools LLC., submitting the most cost effective bid of $30,000.00 to purchase the (2) Hydraulic Rescue System units.
WHEREAS, the City Commission finds
that the use of the grant funds from The U.S. Department of Homeland Security
for the purchase of equipment listed below, will be in the best interest of the
health, safety and welfare of the citizens and residents of the City of
NOW, THEREFORE, BE IT RESOLVED by
the City Commission of the City of
Section 1. The foregoing “Whereas” clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution upon adoption hereof.
Section 2. That the CITY COMMISSION finds and determines that it is in the best interest of the citizens and residents of the City of North Lauderdale, Florida, to utilize said grant funds to purchase (2) Hydraulic Rescue System units.
Section 3. The proper officers of City of North Lauderdale be, and each of them hereby is, authorized and directed to execute and deliver any and all papers, instruments, opinions, certificates, affidavits and other documents and to do or cause to be done any and all other acts and things necessary or proper for carrying out this resolution.
Section 4. All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict.
Section 5. If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution.
Section 6. That this resolution shall take effect immediately upon adoption.
