COMMISSION MEETING

 

TUESDAY, APRIL 29, 2008

 

SPECIAL MEETING - 6:00 P.M.

 

MINUTES

 

The North Lauderdale City Commission met on April 29th 2008 at the Municipal Complex.  The meeting convened at 6:05 p.m.

 

1.                  ROLL CALL – Clerk called roll.  All present.

 

            Mayor Jack Brady

            Vice Mayor John R. Cangemi

            Commissioner Gary Frankel

            Commissioner Rich Moyle

            Commissioner David G. Hilton

            City Manager Richard D. Sala

            City Attorney Samuel S. Goren

            Interim City Clerk Patricia Vancheri

 

 

2.                  RFQ NO. 08-02-299 – Emergency Push and Storm Debris Collection and Disposal from Right-of-Way – Ten minute presentations by each of the five short-listed proposers for final ranking.  The firms presenting in alphabetical order:

 

1.      Arbor Tree & Land d/b/a ATL Disaster Recovery

2.      Ashbritt, Inc.

3.      Asplundh Environmental Services, Inc.

4.      Bergeron Emergency Services, Inc.

5.      Phillips & Jordan

 

City Attorney Sam Goren presented the item and reminded the Commission that they had previously short listed the proposers down to five from the 17 submitted.  Mr. Goren said the five firms were present and had ten minutes each to give their presentations and after the presentations were complete, the Commission would then choose up to two firms to negotiate with the City for the upcoming hurricane season or the following.  He also said that they are presenting in alphabetical order, showing no other preference, and that legally other vendors may stay in the room while a presentation is made or may leave as a matter of their own discretion.  He also said these presentations were for qualifications only and did not include any pricing, which would be proposed during negotiations after two firms were short-listed.

 

The first presenter was Arbor Tree & Land d/b/a ATL Disaster Recovery, represented by Rebecca Valenza, who is in charge of Community and Public Affairs for ATL. Ms. Valenza passed out a hand-out and gave a power-point presentation to the Commission.  After the presentation, there were no questions from the Commission.

 

The second presenter was Ashbritt Environmental, represented by John Noble, Chief Operations Officer and Dow Knight, Vice President of Operations.  They provided a hand-out and a power-point presentation.  After the presentation, there were no questions from the Commission.

 

The third presenter was Asplundh Environmental Services, Inc., represented by W. Sid Vogel, Managing Director, who passed out a hand-out and gave a power-point presentation.  After the presentation, Commissioner Moyle posed a question. 

 

Commissioner Moyle said Mr. Vogel mentioned that they are the largest utility contractor, and said one of the problems the City had after Hurricane Wilma was the many telephone poles and electrical light poles down.  Commissioner Moyle asked if they contract or sub-contract with FPL.  Mr. Vogel replied that they do. Commissioner Moyle said we had to wait several weeks for line poles to be taken off the street, which were lying right across the road, and he asked if they would be able to remove something like that almost immediately in that event.  Mr. Vogel said if they are our contractor, he said absolutely, very rapidly.  He said they have many contractors here in the State of Florida that only do signal lights and telephone poles and can draw on those contractors to solve the needs.

 

The fourth presenter was Bergeron Emergency Services, represented by Ronald Bergeron, Jr.  He passed out a hand-out and gave an oral presentation. After Mr. Bergeron’s oral presentation, the Commission did not pose any questions.

 

The fifth presenter was Phillips & Jordan Disaster Recovery Group, represented by Wayne Floyd, Training and FEMA Liaison.   A hand-out was provided and a power-point presentation was given by Mr. Floyd.  There were no questions from the Commission.

 

Mayor Brady thanked everyone for their presentations.

 

At this point, City Attorney Goren explained the context of the ranking to be considered.

Commission each ranked their top two choices, by filling out and signing a tally sheet.  Clerk and City Attorney tallied the votes. 

 

For the record, City Attorney Goren stated that Ashbritt, Inc. received five votes for a number one ranking and Bergeron Emergency Services, Inc. received three votes and was ranked number two, and the others did not receive sufficient votes to be counted.

 

Item 10(b), which was on the Regular Commission Meeting scheduled to follow the Special Meeting, was pulled from that agenda, and made a part of the Special Meeting Agenda:

 

MOTION--Debris Collection Services - A Motion to rank and select the top two firms for the storm debris collection services and authorize the City Administration and City Attorney’s Office to negotiate and execute agreements with the top two (2) selected firms, with the top ranked firm being designated as the primary contractor for the City for the services.

 

Commissioner Frankel made a motion to accept the ranking.  Commissioner Cangemi seconded the motion.  All in favor.

 

Commissioner Hilton made a motion to direct the City Administration and City Attorney’s Office to negotiate with Ashbritt, Inc. and Bergeron Emergency Services, Inc.

Seconded by Commissioner Frankel.  All yes.

 

MOTIONS PASSED UNANIMOUSLY.
