A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA, RECOGNIZING THE COMMITTED PUBLIC SERVICE OF FORMER CITY CLERK C. MILLI DYER; RECOGNIZING THAT C. MILLI DYER HAS DEDICATED THIRTY-NINE (39) YEARS TO THE CITY OF NORTH LAUDERDALE, SERVING IN THE CAPACITY OF CITY CLERK FOR THIRTY-EIGHT (38) OF THOSE YEARS; ACKNOWLEDGING THAT DURING HER YEARS OF SERVICE, C. MILLI DYER HAS PROFESSIONALLY AND COMPETENTLY RENDERED CITY CLERK SERVICES; AND THAT SHE HAS PERFORMED AT A CONSISTENTLY HIGH LEVEL WHILE WORKING UNDER SEVERAL CITY MANAGERS AND SERVING NUMEROUS MAYORS AND CITY COMMISSIONERS; RECOGNIZING THAT ON THE OCCASION OF THE RETIREMENT OF C. MILLI DYER, THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE DESIGNATES HER AS “CITY CLERK EMERITUS” EFFECTIVE IMMEDIATELY AND FROM THIS DAY FORWARD TO BE RECOGNIZED IN ALL PUBLIC MATTERS PROVIDED WITHIN THE CITY OF NORTH LAUDERDALE; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.

           

            WHEREAS, C. Milli Dyer has faithfully served the citizens and residents of the City of North Lauderdale (hereinafter referred to as the “City”) for thirty-nine (39) years, and she has served as City Clerk for thirty-eight (38) of those years; and

            WHEREAS, Ms. Dyer has served as City Clerk for every City Commission since the City elected its first governing body; and 

            WHEREAS, during her time as City Clerk, C. Milli Dyer has served as police clerk, court clerk, office manager and secretary for a number of City boards; and

            WHEREAS, Ms. Dyer has, for years, been referred to as the “backbone” of the City as she has constantly performed above and beyond the services that would otherwise be required of the City Clerk;

            WHEREAS, included among C. Milli Dyer’s numerous unofficial roles in the City over the years, she has acted as a cook, preparing food for various City events; and

            WHEREAS, given her wealth of knowledge accumulated during her many years of service to the City, Ms. Dyer has filled the role of City Historian; and

            WHEREAS, C. Milli Dyer has taken an active role in promoting arts programs in the City by initiating dramatic productions during Christmas and the holiday season; and

            WHEREAS, during her tenure with the City, C. Milli Dyer has continued to perform at a high level of professionalism and competency while working under several city managers and numerous Mayors and City Commissioners; and

            WHEREAS, the City Commission, in recognition of Milli Dyer’s commitment to the City, finds and determines that this Resolution is called for and is to be publicly stated; and

            WHEREAS, in recognition of her tireless efforts and years of service, the City Commission deems it to be in the best interest of the citizens and residents of the City to designate C. Milli Dyer as “City Clerk Emeritus”, to be recognized in all public matters associated with the City.

            NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA, THAT:

            Section 1.        The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution upon adoption hereof.

            Section 2.        Based upon her years of commitment, loyalty and service to the City of North Lauderdale, the City Commission of the City of North Lauderdale, upon the occasion of the retirement of C. Milli Dyer, hereby officially designates her as “City Clerk Emeritus” from this day forward and shall appropriately recognize such designation on all public matters associated with the City.

Section 3.        All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict.

            Section 4.        If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution.

            Section 5.        This Resolution shall take effect immediately upon its adoption.
