SUBJECT:     Restrooms Renovation Project at Hampton Pines Park

As part of the Parks and Recreation Department’s 2008-2009 Capital Improvement Budget, $15,000 were allocated for the renovations to the west end restrooms at Hampton Pines Park.  With the approval of the City Commission tonight, Staff plans to move forward with the renovations during the months of July and August so the restrooms are completed before the opening of the west end of the Park in October, 2009.  Please be advised that this project is not associated with the Disaster Recovery Project recently awarded to Recreation Design Construction for the west end renovations caused by the Hurricane Wilma damage.

The restrooms that will be renovated are the original restrooms and are approximately 25 years old.  The plan calls for the removal and installation of the following items; Restroom Stall Partitions, Toilets, Urinals, Sinks and product Dispensers.  There are no structural problems or flooring problems that need to be addressed at this point.  It is our intention to use environmentally friendly products designed to reduce the need for natural resources.

Staff recently contacted 3 vendors and asked them to submit a complete project quotation.  The following are the quotes from the 3 vendors:

Elechs Inc

$12,858.00

Smith & Wassat Specialties

$13,160.00

Specialty Products of South Florida

$13, 254.00

The lowest bid vendor Elechs has completed projects for the City in the past and we feel comfortable with their ability to complete this project in the time frame allocated.  The dollar amount quoted is $12,858.00, well below the budgeted about which will result in a savings to the Capital Fund of approximately $2,142.00.

Funding in the amount of $15,000 was budgeted for this project and is available in the Parks and Recreation Department Capital Line-items for the renovations -  3097071-563100.

RECOMMENDATION:

The City Administration recommends Commission’s consideration and approval of the attached resolution authoring the expenditure of $12,858.00 to Elechs, Inc. to renovate the Hampton Pines Park Restrooms out of the Parks and Recreation Department’s Capital Budget.
