SUBJECT:     Purchase/Installation of Playground Structure at Highland Park

 

As part of the City’s annual continual maintenance plan of Parks and Recreational Facilities, the Department utilizes industry guidelines for the replacement and renovation of high use items such as playgrounds, barbeque grills, tennis courts and basketball courts. 

 

The industry standard for the replacement of playgrounds is 7 to 10 years.  The City has found that with weekly inspections and annual maintenance of these high ticket items, we’ve been able to extend their life span to an average of 12 years. 

 

The current playground at Highland Park is approximately 14 years old and is damaged and replacement parts are not readily available.  The replacement of this playground structure is budgeted in the current 2009-2010 Capital Budget.  Highland Park is located in the center of the City and gets a great deal of use from the adjoining neighborhoods.

 

The approval of the proposal before the Commission tonight will authorize the City to contract with Game Time Sports to purchase a playground structure for Highland Park.  The total cost for the project including installation and removal of the old structure by Game Time Sports is $26,937.16.

 

In order to purchase the equipment, we are requesting authorization to piggyback off the US Communities Contract #040376.13.

 

Game Time Sports is a national playground manufacture that has installed playgrounds throughout our City’s Park system.  By utilizing only one manufacturer, we are able to reduce costs for spare parts as well as having our playground inspectors familiar with one type of equipment throughout the City, which helps with the inspections.

 

Should the Commission wish not to proceed with the purchase of this new structure, we will still need to remove the current structure due to the age of the structure and related safety concerns and just leave the area empty.

 

RECOMMENDATION:

The City Administration recommends Commission’s consideration and approval of the attached resolution authorizing the expenditure of $26,937.16 from the Parks and Recreation Department Capital Budget 3077001-5726335 for the purchase/installation of a playground structure from Game Time Sports for Highland Park.

A RESOLUTION OF THE CITY OF NORTH LAUDERDALE AUTHORIZING THE EXPENDITURE OF $26,937.16 FOR THE PURCHASE AND INSTALLATION OF A PLAYGROUND STRUCTURE FOR HIGHLAND PARK FROM GAME TIME SPORTS; UTILIZING THE FUNDING AVAILABLE IN THE 2008-2009 PARKS AND RECREATION DEPARTMENT CAPITAL BUDGET 3077001-5726335; PROVIDING FOR AN EFFECTIVE DATE.

 

WHEREAS, the City Commission of the City of North Lauderdale, Florida has determined a need to replace the existing Playground Structure at Highland Park; and

 

WHEREAS, the City intends to utilize bids from the US Communities Contract #040376.13 to purchase these essential items; and

 

WHEREAS, the City of North Lauderdale has budgeted $30,000 in the Department’s Capital 2008-2009 Budget; and

 

WHEREAS, the City shall pay no more than $26,937.16 to Game Time Sports for the purchase and installation of this playground structure; and

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA, THAT:

 

Section 1.         This Resolution shall become effective immediately upon its passage and adoption.
