After reviewing City’s current facilities, the staff has determined that
two Parks and Recreation facilities (
Therefore, during the next couple of
months, the Parks and Recreation Department will be working with other City
Departments to develop two FRDAP grant packets. The submission period for these
grant applications is from September 3rd, 2007 thru September 14th,
2007.
To date, we have not developed a total cost
estimate for these projects. However, due to the fact that the Commission’s
summer recess falls during the submission period of these grants, staff’s
intention is to obtain the Commission approval tonight, move forward with the
process during the summer months and be able to submit the applications prior
to the next Commission meeting scheduled for September 13, 2007 (submission
period ends September 14, 2007).
Over the past years, the City has been
extremely successful in obtaining FRDAP Grants.
The current structure for the FRDAP grants is as follows:

As indicated in the table above, FRDAP
grants are matching grants and the City has to provide a 50% match
(combinations of in-kind services and cash) for projects that cost more than
$150,000. Although at this point, the
staff has not determined the total scope/associated costs of the proposed
renovations to the
The FRDAP Grant process is a long process
and projects approved by the Department of Environmental Protection must be
funded by the Governors Office in the State’s 2008/2009 Budget. If the grants are awarded, we will be
required to present a final site plan and total cost estimates before the
Commission as part of the FRDAP Contract that would need to be approved and
executed by the City Commission.
PROJECT PROPOSALS
1. Jack
Brady Sports Complex – The Sports
Complex was first opened in the early 1980’s and since then hasn’t had any
major renovations. As part of the FRDAP
process, the City is exploring the following renovations to the facility:
1. Renovate existing restrooms.
2. Renovate by Sprigging, all grass playing
areas
3. Renovate dugout fencing
4. Create Batting Cages
5. Create a picnic area and playground area.
6. Upgrade parking facilities

3. Create 2 additional shelters
4. Add parking to the western most end of the
park off
5. Create new Landscape/wildlife habitats
6. Install a bike trail
Tonight, we are seeking the Commissions
authorization to submit the two grant applications for the facilities outlined
above. As part of the grant application submittal
process, the Commission is required to approve separate resolutions authorizing
each project.
RECOMMENDATION:
1) The City Administration recommends Commission’s consideration and approval of the attached Resolution authorizing and directing the City Manager to submit a FRDAP grant application on behalf of the City for the Jack Brady Sports Complex renovations.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE,
FLORIDA, AUTHORIZING AND DIRECTING THE CITY MANAGER, OR HIS DESIGNEE, TO TAKE
ALL STEPS NECESSARY TO SUBMIT AN APPLICATION FOR FUNDING UNDER THE FLORIDA
RECREATION DEVELOPMENT ASSISTANCE PROGRAM FOR THE RENOVATIONS AT THE JACK BRADY
SPORTS COMPLEX; PROVIDING FOR FINDINGS AND CONCLUSIONS WITH REGARD TO THE
BENEFITS TO BE DERIVED BY ACCEPTING SUCH GRANT FUNDS; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of North Lauderdale ("City") desires to provide funding for the Jack Brady Sports Complex within the City; and,
WHEREAS, in order to assist in the funding, the City Commission desires to submit an application to the Florida Recreation Development Assistance Program; and,
WHEREAS, the City Commission recognizes the City's obligation to provide matching funds in the event the Department awards the grant to the City; and
WHEREAS, the City Commission finds that
the receipt of the grant funds from the Department will be in the best interest
of the health, safety and welfare of the citizens and residents of the City of
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Section 1. The foregoing “Whereas” clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution upon adoption hereof.
Section 2. That the City Manager be and the same is hereby authorized and directed to apply to the Florida Recreation Development Assistance Program for a grant to provide funding in the amount up to $200,000.00 for Facility Renovations.
Section 3. That the CITY COMMISSION recognizes that in the event the grant is awarded to the City and the city accepts the grant, the City will be obligated to provide a combination of in-kind and cash matching funds in an amount up to $200,000.00.
Section 4. That the CITY COMMISSION finds and determines that it is in the best interests of the citizens and residents of the City of North Lauderdale, Florida, to accept said grant funds.
Section 5. The proper officers of City of North Lauderdale be, and each of them hereby is, authorized and directed to execute and deliver any and all papers, instruments, opinions, certificates, affidavits and other documents and to do or cause to be done any and all other acts and things necessary or proper for carrying out this resolution.
Section 6. All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict.
Section 7. If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution.
Section 8. That this resolution shall take effect immediately upon adoption.
