Subject: Vehicle Maintenance Agreement with
Penske
As you know, the City Administration and City staff are always exploring
ways to maximize our operations in a most cost effective manner. Therefore, during our FY 2007-08 budget
workshops/meetings, staff recommended to outsource the Vehicle Maintenance Division
that currently operates under Public Works Department and assists all
Departments that use City vehicles. As
part of our FY2007-08 Comprehensive Pay Plan Process, the staff presented
personnel changes pertaining to this recommendation, which were approved by the
Commission.
Subsequently, similar to the search for water plant services, we utilized
the same procedures in searching for vehicle maintenance companies. These
procedures were approved by the City Attorney’s office. We utilized trade publications and visited
other local governments that have already outsourced these operations and were
only able to locate two companies. One
of the companies, First Vehicle which works in the area, presented a satisfactory
service agreement but it was not a favorable agreement due to a high cost
factor. With the other company, Penske,
we were able to negotiate a contract that is not only cost effective but will
also meet our requirements. As with the
other outsourcing contracts, Penske has agreed to offer our current employees
positions subject to meeting required qualifications.
Tonight, we are presenting a contract with Penske for your approval for
the maintenance of City vehicles and equipment effective October 1, 2007.
RECOMMENDATION:
The City Administration recommends Commission’s consideration and
approval of the attached resolution authorizing the City Manager to enter into
a vehicle and equipment maintenance agreement with Penske.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE,
FLORIDA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A VEHICLE AND EQUIPMENT MAINTENANCE
AGREEMENT WITH PENSKE; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; AND
PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
Section 1: That the City Commission of the City of North Lauderdale, Florida, be and the same does hereby authorize the City Manager to enter into a vehicle and equipment maintenance agreement with Penske.
Section 2: That this Resolution shall take effect immediately upon adoption.
