RE:                   City of North Lauderdale (“City”)/ Request for Bids # 07-07-293 for Emergency Push and Strom Debris Collection and Disposal From City Right-Of-Way (“RFB”)

 

At its July 17, 2007, meeting, the City Commission directed the preparation of a Request for Bids to competitively bid for storm debris collection services for the City of North Lauderdale.  Pursuant to the direction of the City Commission, the City Attorney’s Office prepared, with assistance of City Administration, a proposed RFB. 

 

The City Commission considered the draft RFB at a special meeting conducted on July 31, 2007, and authorized it to be issued.  The RFB set forth all qualifications and pricing inquiries, and provided the mechanism for selection by the City Commission.  The selection criteria, as set forth in the RFB, are as follows:

 

            Price                40%

            Experience       50%

            Presentations    10%

 

The City Administration proceeded with distributing and advertising the RFB.  The City received eleven (11) responses. 

 

On September 5, 2007, the City Commission held a special meeting to hear the presentations of the eleven (11) contractors that had responded to the RFB.  All but two of the responding bidders appeared and made presentations.  The fact that a firm did not appear did not result in an automatic disqualification of those firms, and the City Commission was still able to consider the firms based upon their submitted proposals.  The City Commission determined at that meeting that it would narrow the list of bidders to a smaller number, then formally rank the short-listed contractors at the September 19, 2007, City Commission meeting.  At the conclusion of the presentations, the City Commission decided to proceed with four (4) firms, in no particular order, for final ranking on September 19, 2007:

 

Goodfella’s Rolloff & Disposal, Inc.

Atlantic Coast Environmental, Inc.

BG Katz Nurseries, and,

Sunshine 2000 Construction and Development, Inc.

 

At its September 19, 2007, meeting, the individual City Commissioners will need to rank the four (4) firms based upon the criteria set forth in RFB and as described above.  No additional presentations will be made at the meeting.  Once the individual Commissioners have ranked the firms from 1 to 4 (1 being the best), the firm with the lowest average will be considered the top firm for purposes of directing the City Administration and City Attorney’s Office to negotiate an Agreement for the services.  The City Commissioners will be provided an appropriate document to assist in the rankings.  Note that the City Commission is not precluded from authorizing multiple contracts for the services, but the highest ranked firm will be considered the primary contractor for the services in the event such is needed by the City.

 

The request is made by the City Administration and City Attorney’s Office for the City Commission to rank and select the top three (3) firms, and authorize the City Administration and City Attorney’s Office to negotiate and execute agreements with the top three (3) selected firms, with the top ranked firm being designated as the primary contractor for the City for the services; and, in the event that the City Administration and City Attorney are not successful in negotiating an acceptable agreement with one of the top three (3) firms, that they be permitted to then negotiate and execute an agreement with the fourth firm.
