I am requesting to utilize funding from the City’s Law Enforcement Trust Fund to purchase the following items in accordance with Section 932.705 of Florida Statues.

 

Portable Radar Speed Display

 

The Broward Sheriff’s Office currently utilizes two SMART trailer radar displays as a traffic enforcement and deterrent tool to address traffic concerns in our City. These units have the capability to provide for an analysis of data that is stored in the systems computer which provides useful information to our deputies regarding traffic concerns. These units are primarily used on larger roadways and are required to be towed by a vehicle to a location.

 

The district’s Traffic Unit has researched another useful traffic enforcement and deterrent tool that will compliment the use of the above units in residential areas. The portable radar speed display is a much smaller and versatile traffic display that performs the same functions as the above units. It is more portable and can be installed on a variety of pole sizes and locations in our city. This will only increase our effectiveness in addressing traffic concerns and complaints in the city without impacting on district staffing.

 

I am requesting authorization to utilize funding from the Law Enforcement Trust Fund to purchase two portable radar speed displays at an amount not to exceed $11,000.00. The above items will be purchased in accordance with the current City’s purchasing policy and procedures.

Physical Fitness Equipment

 

The Broward Sheriff’s Office strongly encourages all of our personnel to maintain their health and physical fitness to ensure they maintain the ability to face the challenges of their job. The North Lauderdale district office currently has a physical fitness room that contains numerous weight training machines and cardiovascular equipment. This equipment was installed in the early 1990’s and the cardiovascular equipment is in need of upgrading.

 

The plan to upgrade the cardiovascular equipment is to purchase a commercial grade treadmill and an elliptical cross trainer. This new equipment will encourage our personnel to utilize the equipment and improve and maintain their fitness level.

 

I am requesting authorization to utilize funding from the Law Enforcement Trust Fund to purchase two physical fitness machines not to exceed $18,000.00.    

 

The above items will be purchased in accordance with the current City’s purchasing policy and procedures.

 

Digital Camera Deterrent System

 

The purchase of a digital camera deterrent system will allow the district to proactively deter a variety of criminal activity along with addressing quality of life issues. This camera is a portable system that can be mounted at a variety of locations around the City that are experiencing criminal activity. The district would work closely with the Parks and Recreation department to address park vandalism and graffiti type of incidents. The camera provides a bright flash upon activation of a motion sensor and can be programmed to send a loud voice message to the subject(s) who activate the sensor. At the same time, the camera is taking digital photographs of the persons and/or vehicles in the area. These photographs can be downloaded in a wireless process to a laptop computer for evidence in a criminal investigation. The system offers additional mounting brackets to install at numerous locations in the City for ease of portability of the system along with the purchase of dummy cameras to act as an additional deterrent at selected locations.

 

I am requesting authorization to utilize funding from the Law Enforcement Trust Fund to purchase one digital camera deterrent system not to exceed $7,500.00.    

 

The above items will be purchased in accordance with the current City’s purchasing policy and procedures.

 

AR-15 Patrol Rifles

 

Law enforcement is faced with the challenge of criminals arming themselves with high powered, semi-automatic, high capacity magazine weapons that are being used at an increasing rate against victims and law enforcement officers.

The law enforcement profession has continually provided equipment and training to officers to

meet the needs of the community to provide the protection necessary against these criminals. With the recent tragedies in South Florida and the increase in violent crime nationally, the Broward Sheriff's Office has authorized the use of AR-15 rifles by deputy sheriffs. They must purchase their own weapon and complete a two day training course in order to carry these rifles while on duty. In addition, each district has been issued two patrol rifles to be signed out on a daily basis by authorized deputies who are qualified to carry these weapons but have not purchased their own weapon. Most of the deputies have not purchased their own weapon and are not authorized to carry this weapon while on duty.

 

With this purchase, additional deputies who have not purchased their own weapon will be assigned a patrol rifle to carry on duty at all times to better protect the citizens of our community as well as themselves and other deputies.

 

I am requesting authorization to purchase up to twenty five (25) AR-15 rifles, along with a gun safe,  so that they can be issued  to deputies who are trained and qualify in the use of this weapon at a cost not to exceed $28,000.00

 

 

Recommendation

 

The City Administration and the Broward Sheriff’s Office are recommending the Commission’s consideration and approval of the attached resolution authorizing an expenditure in an amount not to exceed $64,500.00 from the Law Enforcement Trust Fund for the purchase of two (2) portable radar speed displays: two (2) cardiovascular exercise equipment; one (1) digital camera deterrent system; and (25) AR-15 patrol rifles with a gun safe.  

 

 


RESOLUTION NO. ____________

 

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA, APPROVING THE RECOMMENDATION OF THE CITY ADMINISTRATION AND THE BROWARD SHERIFF’S OFFICE AND AUTHORIZING AN EXPENDITURE IN AN AMOUNT NOT TO EXCEED $64,500.00 FROM THE LAW ENFORCEMENT TRUST FUND FOR THE PURCHASE OF TWO (2) PORTABLE RADAR SPEED DISPLAYS; TWO (2) CARDIOVASCULAR EXERCISE EQUIPMENT;   ONE (1) DIGITAL CAMERA DETERRENT SYSTEM; AND (25 ) AR-15 PATROL RIFLES WITH A GUN  SAFE;AND PROVIDING FOR AN EFFECTIVE DATE.

 

WHEREAS,  the Broward Sheriff’s  and the City Administration recommend the use of the Law Enforcement Trust Fund for purchase of equipment as set forth in Section 1

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA:

 

Section 1:            That the City Commission of the City of North Lauderdale, Florida, be and the same does hereby approve the recommendation of the City Administration and the Broward Sheriff’s Office  and authorize the expenditure of $64,500  for the purchase of  two (2) portable radar speed displays: two (2) cardiovascular exercise equipment;  one (1) digital camera deterrent system; and (25 ) AR-15 patrol rifles.  

Section 2.         That the total cost shall come from available funds held within the City’s Law  Enforcement Trust Fund in accordance with Section 932.705, Florida Statues.

 

Section 3          That this Resolution shall take effect immediately upon adoption.
