Subject:           2007 Assistance to Firefighters Grant

Recently, the City of North Lauderdale received notification that the U.S. Department of Homeland Security has awarded the City’s Fire Department grant funds that could be used towards the purchase of new fire equipment and personal protective firefighting turn out gear. The total purchase cost of this equipment is approximately $273,132.00. The Federal share is 90 percent or $245,819.00 of the total amount and the City of North Lauderdale’s share of the costs is only 10 percent or $27,313.00.

 

The matching funds of $27,313 are allocated in 2007-08 budget line item 1152025-564100, which has been previously earmarked by the Finance Department for the match of the FEMA 2007 Assistance to the Firefighters Grant.

 

The first leg of the grant is the purchasing of portable radios.  These radios will replace all existing radios presently being utilized by the fire department.  The current radios are 10-15 years old and will not meet the future requirements for digital upgrading.  The new radios are state of the art, ruggedized, military grade models adding safety and reliability for our personnel.

 

North Lauderdale has negotiated a price of $72,780.05 for 18 radios from Motorola.  The Federal share would be 90% ($65,502.04) with the City’s matching of 10% ($7,278.01).  The price was negotiated from a current bid from the Broward Sheriff’s Office per Section 9.10 (b) of the City’s Code of Ordinance. Please be advised that North Lauderdale was also able to get an additional discount of $8,086.87 from Motorola, above the current County bid.

 

Recommendation:

 

The City Administration recommends City Commission’s consideration and approval of the attached resolution authorizing the expenditure of funds not to exceed $72,780.05 for the purchase of 18 Portable Radios from Motorola as part of the 2007 Assistance to Firefighters Grant by utilizing 90% of the funds ($65,502.04) from the grant money and the City’s match of 10% ($7,278.01) from 2007-08 budget – line item 1152025-564100.


 

 

RESOLUTION _____________

 

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF NORTH LAUDERDALE, FLORIDA, AUTHORIZING THE EXPENDITURE OF FUNDS NOT TO EXCEED $72,780.05 FOR THE PURCHASE OF 18 PORTABLE RADIOS FROM MOTOROLA AS PART OF THE 2007 ASSISTANCE TO FIREFIGHTERS GRANT WHEREBY 90% OF THE FUNDING ($65,502.04) IS GRANT MONEY WITH THE CITY’S MATCH OF 10% ($7,278.01); PROVIDING FOR SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE.

 

            WHEREAS, the City Commission of the City of North Lauderdale recognizes the City’s obligation to provide matching funds not to exceed 10% ($7,278.01) of total expenditures of $72,780.05 for the purchase of 18 portable radios from Motorola as part of the 2007 Assistance to Firefighters Grant and 90% of the funding ($65,502.04) for this purchase is grant money; and

            WHEREAS, the City Commission of the City of North Lauderdale recognizes the City Staff has obtained a quote utilizing a current bid from Broward County and

            WHEREAS, the City Commission finds that the use of  the grant funds from The U.S. Department of Homeland Security for this purchase, will be in the best interest of the health, safety and welfare of the citizens and residents of the City of North Lauderdale.

            NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of North Lauderdale, Florida, that:

            Section 1.        The foregoing “Whereas” clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution upon adoption hereof.

            Section 2.        That the CITY COMMISSION finds and determines that it is in the best interest of the citizens and residents of the City of North Lauderdale, Florida, to utilize said grant funds to purchase portable radios.

            Section 3.        The proper officers of City of North Lauderdale be, and each of them hereby is, authorized and directed to execute and deliver any and all papers, instruments, opinions, certificates, affidavits and other documents and to do or cause to be done any and all other acts and things necessary or proper for carrying out this resolution.

            Section 4.        All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict.

            Section 5.        If any clause, section, other part or application of this Resolution is held by any court of competent jurisdiction to be unconstitutional or invalid, in part or application, it shall not affect the validity of the remaining portions or applications of this Resolution.

            Section 6.        That this resolution shall take effect immediately upon adoption.

 

            PASSED AND ADOPTED by the CITY COMMISSION of the City of North Lauderdale, Florida this 27th day of March, 2008.
