SUBJECT:     Playground Structure for TOT Park at SW 84th Ave. & SW 4th Place

As part of the annual maintenance of City’s Parks and Recreational facilities, the Department utilizes industry guidelines for the replacement and renovation of high use items such as playgrounds, barbeque Grills, tennis Courts and basketball courts.

The industry standard for the replacement of a typical playground is 7 to 10 years.  The City has found that with weekly inspections and annual maintenance of these highly used structures, we’ve been able to extend their life span to almost 12 years.

During the 2006-07 budget process, we budgeted $90,000 for the replacement of playground structures throughout the City.  The current playground at the TOT Park is approximately 14 years old and is damaged to a point where it cannot be repaired. The  TOT Park is located in the northwest part of the City on SW 84th Avenue and SW 4th Place (see attached map) and gets a great deal of use from adjoining neighborhoods.

Tonight, we are requesting the Commission’s authorization to contract with the Game Time Sports to install a playground structure at the TOT Park.  The total cost for the structure, including installation, is $22,459.16. In an effort to save money, staff has selected a new structure that is smaller than the existing structure. The existing structure will be removed from by City staff and disposed off properly. Funding for this project is available in the Parks and Recreation Department Capital Budget # 307-7071-572-64-13

In order to purchase the equipment, we are requesting authorization to piggyback off the US Communities Contract # 040376 – a federal contract.

The Game Time Sports is a national playground manufacturer and has installed playgrounds throughout the City’s Park system.  By utilizing the same manufacture, we are able to reduce costs for spare part as well as having our playground inspector’s accustomed to inspecting the same type of equipment.

Should the Commission wish not to proceed with the installation of this new structure, we will still have to remove the current structure and leave the area empty.
