Mission

To assist the City in meeting its goal of hiring the best qualified employees and assist management in the training, monitoring and recognition of staff performance to foster high service levels to our residents.

Core Services
Provides support to all City departments
Provides the City’s Human Resources and Risk Management responsibilities including employee benefits, consistency of employee performance evaluations and City insurance claims / coverage
Assists the City Manager and supervisory staff to form an effective working team by promoting employee fairness, respect and mutual consideration
Locates, screens, tests and assists in the selection process for talented employees that can meet the City’s needs and mission
Ensures that City personnel policies and procedures are taught, understood and enforced to help promote an employee-friendly environment
Is the primary contact for the City’s two collective bargaining units
Metro Broward Professional Firefighters (MBPFF)
Federation of Public Employees (FPE)
Coordinates the annual preparation of the Comprehensive Pay Plan for general and managerial employees
Administers, monitors and communicates contract and pay plan matters through close collaboration with the City Manager
Risk Management Services
Coordinates the City’s administration of blanket insurance coverage and claims (general liability, workers’ compensation, accident review, etc.) and employee health coverage
Coordinates, monitors and recommends to the City Manager practices that foster a safe work environment
Conducts safety programs that include instruction, investigative review, regulatory compliance and recommendation along with the development of new training programs
Administers all workers’ compensation claims including filing, mediation and settlement
Assists third-party administrators and attorneys in managing the litigation of auto and general liability claims as well as managing the employee insurance program that includes health, dental, vision, life and disability
Negotiates individual annual policy renewals and administers the open enrollment process for all employees.
