Neighborhood Planning is responsible for administering and coordinating community service programs through programs intended to revitalize and improve the housing stock.
This is accomplished through the valuation and application of various grant programs and capital improvement projects. Neighborhood Planning works with residents to develop Neighborhood Improvement Master Plans.

The city currently manages a Community Block Grant program, which provides financial assistance with down payment and closing costs for lower-income eligible home buyers In addition, the City also offers Home Repair assistance to income eligible homeowners.
